This item was found in the woods in Poland in the same area where I found several German and Polish bullets and a 75mm grenade.(empty)

    Specifications:
    Height: 80mm
Wide on the bottom: +/- 75mm
Weight: heavy (don't know exact weight)

On the inside at the top there is a small hole and it looks like a space of +/- 1 cm

Can I clean this item safely with electrolyses?

That was my idea also. But I'm new with this stuff so that's why I asked… Is there some explosive load in the top/point or not?

Electrolysis will just remove rust as it is a chemical reaction so it is in itself not dangerous. I cannot see enough to make a judgement on what this is and personally don't even bother to pick this kind of shrapnel up any more. If you are in any doubt it is always safer to leave it alone.
