I am far from being an expert, but, to me, it looks like the decal was put on over the rust. Definitely wait for better and more informed opinions!
By no means as qualified as others here but I say, no way.
No good In my opinion and as said it looks to be applied over the rust

I haven't read that thread but I did see the ad earlier today and my immediate gut reaction was that it's probably OK, decal uncovered by chemical cleaning, but not really a "looker" as such --- it's no wonder it's getting these reactions as it really does look very odd for a ground dug. I don't think the photos are doing it any favors either.
