Impossible to tell without a shot of the decal. I don't know nearly enough about SS covers to be able to tell if that is good from these pics. Liner is shot to hell though, if that cover is supposed to have been with the helmet the whole time I'd question that. Note no rust bleed on the fabric, especially over the visor.

The cover is definitely bad from that shot. Compare it to good second pattern covers.
