It's a copy.
It is meant to look like this example of a B.H. Mayer, but it is not correct.
1939 Spange zum Eisernen Kreuzes 1er Klasse 1914, B.H. Mayer.
There are plenty of original examples posted in this section of the forum, all it takes is a little looking.

As Ralph said it is a fake. Look at the top of this forum and there are post that show all known spanges, both EKI and EKII. Jim
