I always thought the oak leaves crossed below the cross, am i wrong?

Thanks guys. You all verified what I already assumed and I appreciate it. If nothing else, the color of the tarnishing gives it away I think. Not sure what metal its made from but I've never seen any examples of these tarnish in this way.

It looks like it could be a soft, lead based material.
