or---it could be Imperial. The swords for the HHO and the oaks
for the Red Eagle. However doubtful.

Well Greg...it's being offered with other Imperial awards...so this may be a possibility...
HHO-Hohenzollern Haus Orden?

That's right.
I have never seen these oaks used on a mini, either for the early
Red Eagles or for the 1939 RK so I would be cautious with this one.
Just because I have not seen them does not mean they don't exsist.
The typical swords for the HHO is usually seen as the swords and crown.
But one has to remember---these were private purchase vanity items
worn on civilian clothes so I am sure lots of variations could be put
together at the customers request.
The GMIC forum has a lot about Imperial minis. You might try snooping
around over there.

I take back what I just said. This could be for a single award.
it could be for the Red Eagle Order with swords and oaks.
The ribbon used would have been the same ribbon for a
EK2.
Here is an example of the smaller devices would look like
on a ribbon bar ( #3)
