What is written right next to and under his promotion to obergefreiter?
It says "Lt. Abt. Bef. [= Laut Abteilungsbefehl] # 114 vom 10.07.42" = "According to battalion order # 114 of 10 July 42".
Abteilung [lit. "detachment"] was the designation for a battalion-sized formation in certain branches, including armor and artillery.

Also, what's with the date for his promotion to stabsgefreiter? Does that look like June of 1945 to you guys? Obviously that wouldn't make sense...

Pretty much the only thing I can make out with this page is that he was a radioman, and something about a truppfuehrer...
He was qualified as a:
"Fernsprecher im kleinen Fe. [= Fernsprech] Trupp
F.spr. [= Fernsprecher] in einem F.F. [= Feldfern-] Kabelbautrupp u. [= und] F.D.[= Fernsprechdienst]-Trupp
stellv. [= stellvertretender] Truppführer"
...i.e.:
"Telephone operator with a 'small' telephone team
Telephone operator with a wire-laying team and a telephone team
deputy team leader"
Depending on context, Trupp can be translated as section, squad or team. I must admit I am not certain which one is the correct tech term here.

I can read that he was issued a gas mask and a K98, but I can't make out the bottom part.

People's-something-school? Also can't make out most of section 13. The surname is 'Weixler', if that helps.
The school was a Volksgewerbeschule, as Glenn said.
Section 13 says:

I understand everything here except for section 7 and the mother's surname in section 9.

I can make out the EKII, Ostmedaille, and dates, but nothing in the third column.
"Ob.[= Ober-]Befehlshaber der 2. Pz.[= Panzer-]Armee" = "commander-in-chief of the 2nd Panzer Army"
and
"Pz.[= Panzer-] Nachr.[= Nachrichten-] Rgt. [= Regiment] 2, Abt. [= Abteilung] IIa [...] 29" = "Panzer Signals Regiment 2, Battalion IIa [...] 29"
