I thought this was a lot of documentation for a young pimpf to have to carry around to get into some event. Clearly at an early age it was important these youngsters had a strong sense of belonging.

The document as such has no Nazi/Hitler Youth connection whatsoever despite the use of the uniform photo.
It's a membership card for the Vienna Ice Skating Club with dues paid for the 1942/43 season. On the reverse are the terms and conditions for the use of the ice rink.
Maybe the only photo he had. A very well constructed membership card in any event. Thank-you Andreas.
He is wearing the Edelweiss for Austria upon his collar, as it should be
for this club from Vienna.
