I'm not familiar with this organisation, but a ruff translations is Water protection police, so were they a Customs or Port authority type organisation or more along the lines of a Harbour master?

I'd been hunting for a Hamburg Polizei cloth insignia for some time and was fortunate to pick up this gorgeous Hamburg Water Police one recently. I think my next step will be to collect Bernard's WWI medals. Hope you enjoyed. rick

Nice set of documents but, quite surprisingly, in these years nobody ever pointed out that:
the sleeve eagle is a well-known repro of low quality
Wasserschutzpolizei sleeve eagle didn't display the location name per regulations
the buckle and the metal cap eagle on the top of the display are standard Ordnungspolizei one, whereas Wasserschutzpolizei ones should be gold in colour.
