German General?

Do you think this person is a General or just an officer? Please zoom in on the picture to see his collar tabs.

He has Officers Braid on his cap but isn't a General !!

Just though it because of the shape of his collar tabs and because it's so shiny.

In most photos of high ranking officers that I've seen, they are always
surrounded by a multitude of lower ranks.........

What makes you think that?

It just doesn't look like a tailored officers uniform, looks a bit baggy. I couldn't zoom in though so i can't see him too clearly!..

Look at the pants, the boots! Where is his car? A bicycle perhaps! ( And the red bands ont he pants?)
