From the uniforms and insignia, the photo was taken in 1933.
I can't identify them by name, but both the man in the center and the one on the right are political leaders of the NSDAP.
The difference in the shades of their brown uniforms is of no significance. At that time, it still varied greatly.

After doing some research he kind of looks like Hanns Kerrl although he's a bit too skinny for that. There's a picture on google, also takein in 1933, of Hanns Kerrl in a uniform with the same tint although the hat doesn't match. So it's definitely not him, although the resemblance is pretty decent.

Now more serious; the middle man looks like Franz Maierhofer as a gauleiter, although the problem would be the kepi. The armband would match up, if it weren't censored I'd be able to see if the button was in the middle of the swastika. Although I have found Erich Koch in a gauleiter uniform with the kepi on.

Here he is in this famous picture of hitler when Robert was in the reichswehr! He is on the far right.
