Hi Chaps, was this man an NCO in the ROA (Russian Liberation Army) or does it mean something else? Also the card has a 'real photo' stuck to it which I haven't seen before,

"ROA", in this context, means "Reserveoffiziersanwärter", i.e. "Reserve Officer Candidate".
