The answer is simple: The photo has been flipped. Note that the field blouse is also buttoned the wrong way.

Yes; it's the uniform of the Reichsarbeitsdienst (RAD). This is an Arbeitsmann wearing 1st or 2nd pattern insignia (= blank black collar patches and no shoulder boards.)

The guy on the right wears a badge on his suit, but i can't guess which one is it.
LW officer.
Album's owner with 3 badges. The top one looks a BWB to me. The oe on the left i think is a PAB but not sure. What about the black piece on his left cuff?

The black brassard is a mourning band.

The badges worn by the Heer soldier and the civilian man are unfortunately not clear enough to positively identify.
