What are these ranks (tab-neck)?

Both men are officials [Beamte].

The left one is an officer-level offfical of the gehobener Dienst [elevated career group] or the höherer Dienst [high-grade career group] with a rank equivalent to Major.

The man on the right is an SNCO-level official of the mittlerer Dienst [medium-level career group] with a rank equivalent to Oberfeldwebel.

The actual "rank" designations for officials depended on their specific career/occupational specialty and cannot be told from the photographs.
