No, it's the uniform of the DLV.
More precisely, we can tell from the wearing of two shoulder boards that he is a member of the Fliegerschaft, i.e. the nascent Luftwaffe-in-hiding.
The collar patches are for the DLV ranks of 2. Flugzeugführer, 2. Bordfunker and Wart (i.e. Flieger-Obergefreiter / Flieger-Sanitätsobergefreiter).

For the NSFK you must have the specific eagle on the breast, I had one uniform like this in the past, wonderful !

this is my few NFSK pieces and of course a photo !
Nice photo. However, the cap badge with the winged propeller is also from the DLV, not the NSFK.
Well i take my source from the historia magasine ( 1968):
i found it for you !
It's still a DLV badge.
It was only carried over and worn by the early NSFK for a brief transitional period.
Ok so it seems french old press was aproximative in their description.

The wreathed-and-winged cockade (as seen in post # 1) was worn by the Motorflieger [powered aircraft] section, whereas the winged propeller-and-swastika badge (as seen in posts # 5 & 7) was originally for the Segelflieger [glider pilots] section only and finally adopted by the whole organization.by remss
