Help with Russian markings

We found this piece outside Bitburg but I have no ideal what it is or how it got here.Can anyone help me identify it?

Hello-looks like part of a pair of binoculars-rear plate near the eye piece with serial no. and magnification-appears to be brass.

It is a part of some kind of optical device
