    Default pheon marked bin?

Found this bucket/bin at glen o dee hospital in Banchory, sadly recently burned down due to kids, I was at this site 2 weeks before the hospital was destroyed so I can post before and after photos if anyone is interested, this metal bin has me puzzled as it has the pheon government/military? broadhead arrow symbol that I usually see on artillary shells etc, lots of serials on this, is it a military/government bin?
