Is this rifle sight ?

Hi all,

Metal detecting find. In field where I found musket ball, minie ball, German button.
Ottoman, Austro-Hungarian, German and later site.

Can this be sight for old rifle ?

I don't know what it is but it's not a sight, it's far to heavy with no evidence of a way to adjust. I'd say it's designed to hang on a chain, hook or rope looking at the ring on the end.
