Oh now you've upset me !!!!!!!
Myself and LS and WH have found bucketfuls of No. 28/30 bomb pistols yet have never found the arming vane to go with them. I do believe that is what you have, an arming vane for a no. 28/30 tail pistol. I am afraid I am going to have to be upset with you for quite a few months now......

PS Pic of a 28 below. I believe it sits on the big wingnut that keeps the firing pin 'locked'. Once unwound, vane and wingnut drop away, leaving the firing pin floating free.
PPS I would leave it alone. The vane is very thin and any pressure on the metal tends to break bits off. It looks fine as it is

Well i need to find a couple more then i will do you a swap if you like because i cant find a pistol to save my life and could do with a couple for display.

If your vane is from a No28/30 bomb pistol then thats great, I'll bring one of mine over to Beltring for you. Just pop over to the RRPG display and Ill be there.
