I would guess these twelve are chosen because they are the youngest HSUs.... with the Kiyev military district for example.
That could be it.
Do you have HSU photos to share Mehti? I've always liked one's, since I want something relating to them and I for surely don't have the money to buy the award.

That's true Dom, then the flag is the one of their military school.
Interesting stuff. I didn't notice at first, that they have the stripes of kursants on their shoulderboards. I wonder if any are alive anymore.
