What insignia are they wearing?

None sadly Mehti. Could these be some party people, judging from the leather jackets.

These two look like NKVD 'gentlemen' though they are not supposed to wear diamond shaped chevrons.

You are right. I have absolutely no idea about the insignia. Does that monument look more like Star of David to you, rather than the communist red star?
