This is an early hanger.
The UE code means Uniform Effekte which relates to the later M5 code, these new RZM regulations were published in 1936.
This would be pre 1936

This may have been an early SS Hanger ..as the usage and black faded over time...leaving the effect that it is now brown.
The border lines are lightly present on the edges of the coffin shaped leather and the retainer loop.
