Thank Guys..Im really getting into collecting these off the wall homemade hangers. I feel these are far more highly collectable for the vertical hanger person. I like Matttys analysis..also as a great possibility. It doesnt do much for Ades headache.
The construction for this hanger...did not allow any swing at all..which would make sense for a horse rider or someone very active in riding as an escort. I still lean to the Horse rider mostly.

Definitely having this type of hanger would be far more rigid on the hip than a standard Vertical hanger. Not only that it looks like it would sit a little bit higher on the waist - all beneficial to riding.
I still think what you are looking at is ex saddle parts. It wouldn't have been a new saddle, it would had been a worn saddle where somebody has scavenged the last remaining parts off it that were still decent. Could have been for various reasons, wartime shortages or maybe it was cheaper to do so. Maybe the guy preferred to make his own? you'll never know.
I think your answer will lie with studying 1920's german saddles. I say this time period as it would have been in use several years, before it was disregarded.
