Certificate of Commemorative Medal of Winter War 1939-1940

I finally found my grandfather's certificate of Medal of Freedom 1st class, and I also found his Winter War Commemorative Medal certificate: Home Guard (Kotijoukot). The medal is still missing, but maybe if I dig deeper, I'll find it too, along with the Medal of Freedom 2nd and 3rd class. The first class I've got in my posession and the second class' certificate.

Does anyone have an idea what that white plastic like thing is below? It's been pressed with something. There is a Finnish Lion and text Ylipäällikkö and the same in the other side in Swedish.
