    Most likely from Finland's first period of oppression 1899–1905... or 1908–1917...
    Maker hard to say could be Roland & Otto Roland Mellin or Petter Airaksinen...
    Meaning of it or what for it was made... maybe just symbol for resistance of Russification...
    This kind of fat shield can be seen many postcards etc. form that period so someone who is more specialized with this time period likely knows what it is...
