Need help!!! Finnish military badge.

When, to whom. Badge stood out? Thanks in advance.

I can't provide detailed information, but this is from the Finnish Suojeluskunta [Civil Guard].

This is the second class out of three classes of this particular badge. (The 1st Class had a blue central shield, the 3rd Class was in bronze.) As far as I know, it is a badge of recognition/honor badge.
