I feel if it was Finnish the icon would have been blue and the back ground white.

It could just be junk...but I have seen a lot of stuff like this get canned that shouldn't be. I collected female TR items pretty heavy a few years back and I have seen a lot of things like this in period pictures. The hardware is going to look like crap because most of these were made by either small time vendors that would sell things like this illegally at different events/fairs or the neighborhood jeweler.
This is just my opinion though...I am not saying that I am right. I could just as easily be 100% incorrect.

Thanks for posting this David! I stand by my assertion that this is TR patriotic jewelry. There was a lot of this around in th early to mid 1930's.

I mean there even looks to be zinc pest on the back...they have not been able to fake zinc pest to the best of my knowledge.
hi , update on the fake zinc pest , carsten stegmeir also known as the african hero after one of his ebay names the german seller of fakes has had it almost perfected for the last few years. cast copies of awards with applied zinc pest...pavel
