I can't make out the markings from the photo so will let you do the detective work. Check out this website. You can match up the maker as well as the year produced.
The marking on the right looks maybe like Nagoya Arsenal
The marking on the left is the "series". For type 99's unfortunately they don't give a year of manufacturer for Nagoya, but with the series you could approximate it. They made them from 39 to 45. Maybe other websites have better data.

Looks like an 8th series Nagoya to me. Also, it looks like the lower band is on there incorrectly. Probably upside down
