Is it for a specific Army school, or what else ?

It is a badge for the Japan Youth Flight Club, a civilian group that taught flying like the NSFK in Germany. Like I wrote in post 3, it was one of the groups supported by the Army. You could join after graduating junior high school and they taught you gliding.
