Those were worn by Gunzoku civilian laborers (Younin Class) in army employ from June 1940.
As civilians, they wore different uniforms. The cap insignia used to differ depending on specialty, but from 1940 they got to wear the standard army star, but still with different band.
They were thus different from the German specialty patches worn on standard army uniforms.
I once found a civilian army red star cloth badge with navy collar cherry blossoms. Im sure it was added by Veteran.
I bourght it only for the blossoms ,I needed to make a pair on my tunic.

Thanks for all the great information guys! I appreciate it! I will now have the real story behind what the patch is and who would have worn it. Too bad it isn't in better condition but I haven't seen an over abundance of these for sale, embellished or otherwise.

All insignia worn are for Army Gunzoku. Navy Gunzoku had totally different patches, as shown below.by Type4
