It's a badge for Japanese Junior High/ High School and it looks legit.
東中 (Higashi Chuu) - Abbreviation of East High School.
Of Note: Japanese High school grades, Grade 1~6 (Western countries Grade 7~12).
For example:
中一 (Chuu Ichi) - High School Grade 1 ( Grade 7)
中六 (Chuu Roku) - High School Grade 6 (Grade 12)

Instead of 地上, it is 池上 (Ikegami) - Above Pond.
