    平安城住具衡
    Heianjō-jū Tomohira

    As Guy mentioned, his most active period was the Kanbun period that began in 1661. He originally lived in Seki, the location where the majority of the WW2 blades were made. He later moved to the Kyoto area at Heianjo. His tempering was usually in suguha(straight) or midare(rolling).

    Tsuba is upside down ...

    越前住...
    Echizen-jū

    I can't read the other side -- don't know if it's because of the angle of light, or if it is just worn away! But the tsuba maker was from Echizen.

    I think it is Echizen ju Kinai. Besides the tsuba, the wakizashi is displayed upside down on the sword stand.
