Okay! I see where that person got mixed up. The kanji for year 年 has the first stroke as a horizontal instead of a short diagonal, making it look like part of the year numbers (二十二 1947) grouping. The year counter is actually 二十 (1945) followed closely by 年. You understand what I'm saying, but I'll illustrate it for the other readers.
