I found this name in showa Seki sword smith list 军刀(昭和刀）の関锻治刀匠名簿
酒井勝利 Sakai Katsutosh (兼茂)Kaneshige
But on this sword it look like "向" instead of "井” though.

Left 美（忍？）造？？？
Right 一葉彩
It's very hard to make out the kanji between 美&造
