    Hi,

    It's a military enlistment banner.

    There are two types:

    入営 (Nyuuei) - Enlistment

    出征 (Shussei) - Departure

    Regards,
    Taka

It's a civilian congratulatory banner for Mr. Shimabukuro Heizō's enlistment into the military.

    Iwai [Congratulations]

    入營
    Nyūei [Entering Camp]

    島袋平三君
    Shimabukuro Heizō-kun

    宮城伊松

    Additional info:

The banner was most likely made in Okinawa; both Shimabukuro and Miyagi are common Okinawan names. Alternatively, it could have been made in Japan for/by Okinawans living/guest-working in Japan. However, *I think* it is from Okinawa.
