This appears to a naval compass for use on a ship,the data plate basically says it was made by Tokyo instruments in august 1944,I have no idea of value,HTH....Pete.

Weren't these called gimbles??? Every ship had one. These are very collectable and depending on the size etc I've seen them go for around $150.00+++
