    You have a ww2 Yosegaki hinomaru or as most know it as a good luck flag. I do not know how to translate the flag but a few guys here do and should be along shortly.

    I am severly limited — iPhone right now. I can’t see to whom the flag was gifted, but it is signed by the principal of a Gunma Prefecture public school.
    Top slogan is
    祈武運長久
    Ki Bu’un Chokyu
    Prayers for continued luck in the fortunes of war

    心勝、信念
    Shin Katsu, Shin’Nen
    Win the heart/spirit, faith/conviction

    Yes, original to the WWII period; pre-1945.

    岡部海次君
    Okabe Kaiji-kun
    Mr. Okabe Kaiji
    It is located on the extreme right margin. The given name, Kaiji, could also be read as Umiji ... but Google isn’t always correct.

    The school I mentioned is:
    群馬県立桐生中学校
    Gunma Ken-ritsu Kiryuu Chuu Gakkou
    Gunma Prefectoral Public Kiryuu Middle School.
    Kiryuu is a city name. I cannot read the principal’s signature; I thinl he also caligraphed the Four-Character Idiom above the school name:
