Yup, that wrench in the center is called a "spanner" by both Japanese and Brits.

That makes sense .... I have no clue, so sometimes a computer-generated translation is .... weird to me. However, 刷子 means "brush".

Yes, those are all spares from a generator, motor or dynamo transformer. The direct and alternate is DC/AC, 4 brushes for each. The missing content are two ball bearings. However, I see nothing indicating military use.
