It looks proper IJA WW2 and original Japanese Army brown paint. I don't know that manufacturer.
It's a nice looking thing, but just by it's design, I don't think it's likely to be a telemeter. The whole point of a telemeter is that the two scopes need to be set apart some distance in order to form the base of a triangle that can be used to calculate the distance to the object.
It looks more like a set of periscope binoculars to me, either general purpose or designed to fit to enother piece of equipment or a vehicle. I don't know enough about Japanese equipment to ID it properly.
I really do like it though.
