This is a calligraphy that has the characters "Smile," "Happiness," and "Meeting."

I would translate it Cheerful/Happy Encounter. The vertical column says: Written by Lieutenant General Mitaku.

Unfortunately, cannot tell you LTG MitaKu since his first name is not given.

Taiki Owakai (Taiki is an abbreviation for the Osaka Electric Railway, a private company that disappeared after the end of WWII; the three characters for owakai are cherry (blossom), harmony and association/club. This would be an organization within the company and probably was sponsored by the company. This name is still popular and used by hospitals, homes for the elderly, businesses, etc.)
