Meiji era Cape?

Hi, I was wondering if anybody could add some info on these coats/capes? I have seen references to "cloaks" which I think could be referring to these, but nothing that explicitly refers to some sort of rain cape or mantle.

I was lucky enough to find a Japanese Reenactor on twitter who posted the drawings. I have no idea where they are from or what they say.

That coat was make in wool and in rain coat version, normally for officers, i have one make for rain in cotton or similar material.
In my source this mantel in WWII had 2 model, model 1930 and model 1938, it was used from Military Police and officers, sure Nick can tell you more.

Japaneses officers buy privately all his equipment, they can use raincoat or overcoat or cape, i think it be use for all the WWII, probably overcoat and rain coat can be preferred for the major protection who give respect at the cape
