Japanese visor hat, in poor condition, value 50-75 usd
The cap is an M38 model, I think the liner and buttons on the strap point to this being an other ranks rather than an officers but somebody may correct me on that.
I can't help wit the translation, but I think you will need a clearer photo.

This cap is 1920 manufactured. 大正九年製 (Taishou Kyuu-Nenn Sei)
Size Six. 六號 (Roku-Gou)
Was issued in 1921. 大正拾年支給 (Taishou Jyuu-Nenn Shikyuu)

I don't think they have a distinctive model name.
In Japan they just call them Army NCO Cap.
Maybe someone know what they call.

I think the name is Ono; if its a three-kanji name, perhaps Onozaki. Not clear enough to read accurately.
