Was hoping the forum could help me date this piece. I am being told ww2 Japenese

Hi,

It's a WW2 Japanese navy pilots cold weather flying cap. The middle lower column on the label has the kanji for year and below that month. Doesn't appear to be filled in so it was probably unissued. Maybe someone can add more.
