It's not Japanese. The swirly pattern in the steel is common to what is called "Damascus Steel" and is used by the Chinese a lot to make imitation or reproduction Japanese-style swords.

As others have said, this is a very crude copy of a Japanese katana. Like all Chinese copies, it lacks the sophisticated detail found in genuine examples.
