It has the form of a fairly standard Tanto, being of SHOBU-ZUKURI form. For a better appraisal and translation I would try the "Nihonto Message Board", though I would advise you... they can be somewhat critical.
The signature is Kuniyoshi. There were many swordsmiths who used this signature. Without further kanji to help identify who this is, an in hand examination by an expert is required for further information. The sharpness of the mei would lead me to believe this was made in the Late Edo Period.
