Translation request on WW2 Japanese blue flag. Military or Civilian?

This flag appears to be WW2 Japanese but unsure if it is military or civilian. Flag measures 36 inches x33 inches. Supposedly, the man who had the flag (he is now deceased) fought in two campaigns Leyte and Luzon in the Philippines from 1944 and 45.
