Wondering who and why the plate stamp applied any Ideas?

Obviously not a Japanese marking. The question would be who uses NO. as a short form of the word Number. I don't think it is a museum marking. That would be done with a tag or perhaps small painted or inked numbers. That leaves me to think it was re-issued to some English speaking country or possession. Perhaps an Asian country under British rule or a US territory or occupied country. Lots of Japanese material was re-issued including rifles, helmets and various equipment. NH

As this is extremely well mounted and appears close to the period I am inclined to agree with you.
Maybe someone else can shed some light on this type of reissue.

Rifles and bayonets from the Japanese forces were re-issued to the KOA Army after the war. Later, they were replaced by standard US equipment. The photo shows a re-issued bayonet. It is not the same as your example but perhaps gives us a clue to the marking. Maybe your example was an earlier re-issue or one that went to police forces. NH

If the blade is not sharpened or arsenal marked it will likely be a training bayonet.
