I don't think it's off centre it looks like it's been cut down!...
Gunny looks to be right on this one, possibly use to be a long banner.

A nice Japanese national flag with a separately applied center, It looks like it was stained so someone has cut it down.

I'm under the impression that "centered" flags are ARMY issue, and that "off centered" flags are NAVY issue, this goes for both the red dot on white background (meatball) flags as well as the rising sun flags.
I read this info on a Japanese site a few years back..... so, perhaps yours is genuine.
Hopefully some other members can confirm this.

But in saying this yours does appear to be MORE 'off centre' than usually seen, so it's up in the air for an opinion on this one....
I believe the flag in question has been cut down.
Furthermore, I agree with Ernst that the IJ Army has a centered orb and the IJ Navy has an offset orb on their respective rayed battle flags.
As to the National flags themselves, I've seen many having spent time in Japan, but have yet to see an offset orb on a Japanese National flag. However, perhaps there were offset versions made for the Navy during the war although I doubt it given that the National flag is not specific to any one group. It is, however, an interesting question and perhaps one of our Japanese born members can elaborate.

All national flags have centered red circle. Navy rayed flags are the only exception
The edge closest to the sun ball is crudely folded over and stitched-unlike the other edges which are neatly and professionally hemmed. It has obviously been cut down. The repaired tears indicate that it was, as said, likely a banner that was torn down.
