This is an italian rsi (italian socialist republic) uniform patch. Existed in 1943-1945 as the german puppet state.

I believe that it is a badge of the G.I.L. (Gioventu' Italiana del Littorio) - the Italian Fascist youth movement. GIL was formed in 1937 to replace Opera Nazionale Balilla (ONB) and lasted until the dissolution of the Fascist state in 1943.
