Hi,
after the Armistice of september 1943, Italy was split in two, the North became RSI under German control, while the South, namely the areas under Allied control was formally ruled by Royal Government.
Probably the same happened for the Consulates: those in Axis countries responded to RSI, while those in Allied and neutral countries responded to Royal Government.
This could be the explanation.
